An\u00e1lisis comparativo de los casos de Alemania, EEUU,\u00a0Canad\u00e1, Suiza, Reino Unido y Espa\u00f1a&#8221;, elaborat per\u00a0Mariano M. Zamorano, Joaquim Rius-Ulldemolins i\u00a0 Llu\u00eds Bonet, per les aportacions que fa sobre els distints models de pol\u00edtiques culturals d&#8217;aquests estats europeus:  De pol\u00edtiques culturals en podem trobar a diversos nivells, des de la Uni\u00f3 Europea a l\u2019\u00e0mbit municipal passant pels Estats. L&#8217;inter\u00e8s per la descentralitzaci\u00f3 cultural i el reconeixement de la diversitat cultural i nacional ha crescut en paral\u00b7lel a la import\u00e0ncia de l&#8217;acci\u00f3 cultural p\u00fablica de les regions i les municipalitats. Tanmateix, no s&#8217;han desenvolupat estudis que permetin comparar de forma sistem\u00e0tica la relaci\u00f3 entre els models de federalisme i els models de pol\u00edtica cultural d&#8217;un Estat.  Aquest treball persegueix cobrir aquest buit fent una comparativa de sis pa\u00efsos federals o quasi federals que han destacat en el seu desenvolupament de pol\u00edtiques culturals, comparant els seus diferents nivells d&#8217;autonomia, govern compartit i de reconeixement de diferents identitats culturals i nacionals.  Comparaci\u00f3 dels diferents models de federalisme i Pol\u00edtica cultural  Podem observar difer\u00e8ncies nominals del model d&#8217;Estat que es manifiesten en diferents graus de federalitzaci\u00f3 i descentralitzaci\u00f3 de l&#8217;administraci\u00f3. D\u2019altra banda, com podem observar a la Taula 1, hi ha altres m\u00faltiples difer\u00e8ncies de tipus pol\u00edtic-cultural:  a) el model de pol\u00edtica cultural -en cada nivell desgovern- i el tractament constitucional de les compet\u00e8ncies culturals; b) el grau de delimitaci\u00f3 cultural; c) el grau de descentralitzaci\u00f3 d&#8217;aquesta activitat; d) el nivell de govern de l&#8217;actor central; i, finalment, e) el grau de desenvolupament del Govern compartit en aquesta \u00e0rea.  Certament, aquestes difer\u00e8ncies s&#8217;expliquen en funci\u00f3 de les caracter\u00edstiques socio-hist\u00f2riques de la g\u00e8nesi de cada Estat, de la forma de cristal\u00b7litzaci\u00f3 del sector cultural a cada territori (pres\u00e8ncia de l\u2019absolutisme i institucionalitzaci\u00f3 de l&#8217;alta cultura) i del model de pol\u00edtica cultural desenvolupat al llarg del segle XX (Estat arquitecte centre-europeu o Estat facilitador de tipus liberal). No obstant aix\u00f2, \u00e9s possible advertir alguns elements comuns als pa\u00efsos analitzats: 1) En primer lloc, tots aquests pa\u00efsos destaquen per l&#8217;alt nivell d&#8217;autonomia en la gesti\u00f3 de la pol\u00edtica cultural per part dels estats federats o nivells intermitjos, sent aquests els que desenvolupen la major part de compet\u00e8ncies i despesa cultural, aix\u00ed com els titulars de les grans institucions culturals.  2) en aquests pa\u00efsos predomina una visi\u00f3 agencializada i de baix a dalt de la pol\u00edtica cultural, desenvolupant un paper secundari el govern federal o central, excepte en certes compet\u00e8ncies com la promoci\u00f3 exterior.  3) El nivell de reconeixement de la diversitat nacional i \/ o cultural interna i de desenvolupament dels instruments de promoci\u00f3 de la diversitat cultural interna \u00e9s desigual: alguns Estats com el Canad\u00e0 o Su\u00efssa reconeixen el seu car\u00e0cter pluriling\u00fce i compost de forma completa i en altres aquest reconeixement \u00e9s m\u00e9s limitat geogr\u00e0fica o Institucionalmente. No obstant aix\u00f2, tots els Estats analitzats compten amb un elevat grau de descentralizaci\u00f3 de l&#8217;acci\u00f3 cultural i tots, excepte dos casos, tenen una delimitaci\u00f3 de les compet\u00e8ncies en mat\u00e8ria cultural que fa inconcebible una intervenci\u00f3 directa del nivell federal en assumptes culturals. Una excepci\u00f3 \u00e9s el Regne Unit, on el govern central posseeix importants compet\u00e8ncies (especialment en mitjans de comunicaci\u00f3), per\u00f2 que de totes maneres promou la diversitat cultural i ling\u00fc\u00edstica a Esc\u00f2cia o Gal\u00b7les (Schlesinger, 2009). Per\u00f2, sens dubte, l\u2019Estat espanyol representa una excepci\u00f3 a la regla, at\u00e8s que en l&#8217;\u00faltima d\u00e8cada es ha produ\u00eft un proc\u00e9s de recentralitzaci\u00f3 i desfederalitzaci\u00f3 de la pol\u00edtica cultural en el marc d&#8217;una escassa coordinaci\u00f3 central del sistema.  4) En aquest sentit, la confederaci\u00f3 helv\u00e8tica apareix com un model de referencia sobre el federalisme pol\u00edtic-cultural, en tant que ha establert unes delimitacions clares de compet\u00e8ncies i rols entre nivells de govern sense perdre capacitat d&#8217;articulaci\u00f3, aconseguint un alt grau de descentralizaci\u00f3 de recursos i compet\u00e8ncies. Aix\u00f2 es veu refor\u00e7at per la realitzaci\u00f3 de refer\u00e8ndums, un instrument de democr\u00e0cia directa que tamb\u00e9 ha estat utilitzat en l&#8217;administraci\u00f3 de les arts. Aquest sistema permet una gran autonomia dels cantons -fins en el camp de les ind\u00fastries creatives- i, simult\u00e0niament, permet l&#8217;acci\u00f3 directa en mat\u00e8ria de promoci\u00f3 art\u00edstica i patrimonial per part del poder central. Una cosa semblant passa amb el cas canadenc que, sustentat en la seva constituci\u00f3 multicultural, ha fomentat el desenvolupament i la cristalizaci\u00f3 de projectes de pol\u00edtica cultural subestatals de car\u00e0cter asim\u00e8tric diferenciat fins a la promoci\u00f3 internacional de la cultura. L\u2019Estat espanyol constitueix tamb\u00e9 una excepci\u00f3 en el sentit d&#8217;un creixent rebuig asu car\u00e0cter compost i asim\u00e8tric en termes nacionals i una creixent inestabilitat i conflictivitat del sistema de la pol\u00edtica cultural.  5) I finalment, el federalisme en la gesti\u00f3 de les arts i el patrimoni ha perm\u00e8s desenvolupar models de pol\u00edtica cultural amb alts graus de participaci\u00f3 i descentralitzaci\u00f3, amb diferents graus de coordinaci\u00f3 horizontal.  Podem afirmar que, si b\u00e9 el car\u00e0cter multicultural i plurinacional de cada Estat el model de pol\u00edtica cultural m\u00e9s estatalista o liberal desplegat a cada pa\u00eds influeixen el nivell d&#8217;autonomia i articulaci\u00f3 en el conjunt del sistema, en cap cas, excepte en el de l\u2019Estat espanyol, trobem per part del nivell federal la pretensi\u00f3 d&#8217;exercir un rol coordinador central i molt menys d&#8217;intervenir en la gesti\u00f3 de la cultura als Estats o unitats federades.  Finalment, com hem vist en aquest article, els Estats federals o federalitzants presenten models amb un alt desenvolupament i innovaci\u00f3 en pol\u00edtiques culturals, confirmant-se la idea que en el pla estatal-regional o local \u00e9s on s&#8217;est\u00e0 innovant m\u00e9s en el camp de la gesti\u00f3 cultural (Bianchini, 1993; N\u00e9grier, 2003; Menger, 2010). Certament, en alguns camps de la gesti\u00f3 p\u00fablica de la cultura hi ha una tend\u00e8ncia per part del poder central a exercir una major coordinaci\u00f3 horitzontal entre estats o \u00f2rgans federats, per exemple, per a promoure de forma m\u00e9s efectiva les ind\u00fastries culturals a nivell exterior i per desenvolupar el branding cultural. No obstant aix\u00f2, en la majoria dels casos analitzats aquests esfor\u00e7os de coordinaci\u00f3 no s&#8217;han desenvolupat en contra de la capacitat de les pol\u00edtiques culturals i dels drets de les minories. Nom\u00e9s en el cas espanyol s&#8217;adverteix aquesta tend\u00e8ncia, on l&#8217;exig\u00e8ncia de coordinaci\u00f3 vertical i la construcci\u00f3 de la marca Espanya ha estat instrumentalitzada per part del Govern central per posar en marxa una agenda pol\u00edtica les mesures contribueixen a la desfederalizaci\u00f3 i recentralitzaci\u00f3 de la pol\u00edtica cultural, reflectida en la seva escassa articulaci\u00f3 intergovernamental amb els altres nivells de Govern i la seva limitada representaci\u00f3 de la diversitat cultural i nacional interna. \u00a0<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Publiquem aquesta ressenya del CERC de la Diputaci\u00f3 de Barcelona sobre l&#8217;estudi &#8220;Autonom\u00eda y cooperaci\u00f3n en los modelos federalizantes de pol\u00edtica cultural.
